To get to #C15 in Cerritos, there are a few options depending on your mode of transportation.
If you're taking public transportation, you can take the Metro Blue Line towards Downtown Long Beach and get off at the "Norwalk Station." From there, transfer to the Norwalk Transit 1 bus towards Norwalk/Santa Fe Springs and get off at "South Street & Gridley Road." From there, it's a short walk to your destination.
If you're driving, take Interstate 5 North and exit onto Carmenita Road. Turn left onto South Street and then turn left onto Gridley Road. You'll see #C15 on your right-hand side. There is parking available on site.
Please note that these directions do not mention P.F. Chang's specifically, but they will lead you to its location at #C15 in Cerritos.
